Travis Yates, PhD

With a degree in Civil Engineering, Travis started working in Afghanistan in 2006 and into 2008. He then investigated the multi-stakeholder demands of the Savannah River Basin while earning a master's degree in Applied Fluid Mechanics.  Travis went back to Afghanistan in 2010 through 2012 working on water, sanitation, and hygiene (WASH) projects and transitioned into general program management. He then led the Lebanon Emergency Response Team responding to the Syrian refugee crisis in early 2013. Travis completed a PhD in Environmental Health focused on the impact of WASH interventions in emergencies. He is experienced in a variety of field roles, including: project management, security assessment, monitoring and evaluation, and organizational management. Academic efforts have also led to field evaluations and several systematic reviews that were successfully published. 

Travis currently resides with his family in Knoxville, TN and enjoys spending time on the trails of Ijams Nature Center with his wife and dog Stanley or working on projects at the Knox Makers workshop.

Jeff Mills

Jeff Mills is a policy expert skilled in gathering information, synthesizing data, and identifying opportunities for growth. He has over seven years of field experience with NGOs in Africa, Asia, the Middle East, and Haiti and has held senior management positions in programmatic as well as operational roles. He has worked with multi-agency consortiums, in partnerships, and with donors including ECHO, USAID, DEC, UNICEF, WFP, and UNDP. Through his experience, Jeff has developed familiarity with technologies including the use of drones in Nepal, Open Data Kit software for assessment and project data in the Syria Regional Response, and modalities for cash transfer programming in Nepal and Jordan. Jeff obtained an MPA from Central European University’s School of Public Policy where he honed skills in research, analysis, and policy writing. While with the International Crisis Group’s Horn of Africa Office, Jeff analyzed the complexities of the region and created policy recommendations for the EU, US, and other actors. He was also part of a team with the Institute for Integrated Transitions that created a navigation guide for recipients of international assistance. 

Jeff currently resides in Chattanooga, TN, home of the Moon Pie and the Chattanooga Choo Choo. When not watching amateur sports including the Chattanooga Football Club or Chattanooga Roller Girls, Jeff can also be found hiking on one of the nearby mountains or karaoke-ing to Garth Brooks, Jon Bon Jovi, or the Backstreet Boys

Nate Carlson, PMP, Capt, USAF

Nate brings wide-ranging experience to Yates International. A proven leader with an engineer's
bent and educator's care, his 10 years as a military officer in developmental engineering, contracting
and tactical air control allow for creative solutions to organizational issues. He's served in Afghanistan,
Iraq, Saudi Arabia, South Korea, UAE and various NATO member locations as both an air controller and liaison to senior joint and international staffs. Most recently he returned from Iraq in early 2017, where he was an advisor to
senior Iraqi and coalition military leadership on airbase reconstitution and defense, built training curricula, and refined and validated Iraqi targeting processes. He brings healthcare and contracting experience from a large international healthcare company, austere security experience from military deployments, and a strong desire for everyone the world over to taste freedom, dignity and self-sufficiency.
